Add Tybalt

I've written a thin wrapper around the web component apis in the browser for ease-of-use that I've been calling Tybalt. I set a goal early on in the project to get added to this list: doug-wade/tybalt#129. I've looked over the awesome manifesto, but it's kinda light on details, so I was wondering whether a pr would be welcome to add an entry under https://github.com/web-padawan/awesome-web-components#functional, or what else I might need to do before we'd be ready to add it.
