Update the security vocabulary draft report

The draft report at https://web-payments.org/vocabs/security is still using the security/v1 vocabulary, and has been updated last time in April 2016. This should probably be updated so that it would document the security/v2 vocabulary and it's new proof, proofPurpose and proofValue variables.
