[Task] Utilize standalone substrate node docker image for testing for `webb.js`

• Consume the deployed image from https://github.com/webb-tools/protocol-substrate/pkgs/container/protocol-substrate-standalone-node
• Add util to start the node from docker
• The docker flow, show be optional and fallback to already running node
