Is it technically feasible to expand akvirtualcamera to IOS and Android?

For iOS I can't not give you any answer because I haven't an iPhone for doing any test. For Android, I was searching information long time ago, and it seems possible maybe, but most probably you will need to root your phone to install de driver, anyway don't expect it in the near time.

what about create a stream encoded locally and grab it from local ip?

Yes, someone else also asked for a similar thing, my idea is to connect Webcamoid in PC and phone and send the video stream in both directions, but anyway that is not related to the virtual camera.
