Is FIRST_INSTALL in wrong directory for 7.x

I am running "make create typo3". The file "code/FIRST_INSTALL" is created.
Seems it should be_ "code/web/FIRST_INSTALL"_ at least for current TYPO3 CMS 7.6.4.
Did I miss something?
