Under which license is this software published?

niolesk looks like a free software, but it is not as you seems to not have chosen a license for it.

Is this an oversight or is it intentional?

I would suggest to adopt a GPL v3 license as it is the most vertuous license in my opinion.

Or you could choose the MIT license as it is the license chosen by kroki.
