Write a tutorial for fixing libconfig fetch error in Wiki

Backporting patch is putting off for now and bitbake use the mirror if it is available. However, sometimes it could fail to fetch from the mirror as well. It would be great if there is a tutorial to fix it in wiki for workaround instead of PR.
