Homepage sections should have different colors

Fix colors and review CSS of the homepage code.

This issue is a follow up on email in mailing of a message reminded by abhimanyu0003; "(...) section which introduces visitors with document statuses looks pretty hard-hitting" ... and renoirb’s replly.

As per jensimmons comment, The home page section in question should look like this.
