Sees it, but it won't connect

Peer is giving out, but until you change a file inside it won't start downloading
I click the cross on the file and then again to resume and only then it starts downloading
it turns out if i don't touch anything all my files just stand idle and won't load until i reset each one

Is this still relevant? If so, what is blocking it? Is there anything you can do to help move it forward?
