Make updating a tournament more clear

• Remove publish button in local tournaments when it has already been published (maybe extra button to go directly to the published tournament?)
• Remove publish button in published tournaments as well
• When publishing a tournament, make sure to add the published id to the local tournament so it shows up as a published tournament (not 100% sure if this is already implemented)
