A voter with a new Admin account has to sign in twice for the API server permissions to work.

  1. Create New Voter Account with any permission which allows you to see Admin Home
  2. Voter signs in and it works
  3. Try to go back to Admin Home, but it complains your rights are not in place
  4. Sign out and sign back in, and the permissions are correctly in place now
