File bugs on upstream specs to define aliases themselves

At this point, sometimes CSS WG specs define the aliases themselves and sometimes we do; in general, it has always been viewed as better to have the upstream spec itself define the aliases, so we should probably make sure there are open issues for everything currently defined in Compat.
