Use Docker Hub pdfsizeopt instead of downloading from GitHub

https://travis-ci.org/github/whatwg/html/builds/670195273 failed because GitHub doesn't like it when we download pdfsizeopt too many times.
According to https://github.com/pts/pdfsizeopt we might be able to use Docker Hub instead, which will have some other benefits.
