Clarify Milestones/Roadmap

Splitting the definition of ES6 module's syntax/parsing from the loading of said modules is really confusing. I understand that the roadmap is out of date, but what level of functionality does "Milestone 0" on the roadmap represent?
It would be really great if we could get some informed opinions on what an entry for modules would look like in the Kangax table.

I'm going to close this issue as the status appears to be that there is no clear consensus on loading and the wrench that Node threw in to the system.
