Account Manager is hidden when using remote headers

Describe the bug
When I use remote headers to login into the WebUI, Account Manager is gone for the user in the admins group.
Is this the intended behavior, and if it is, how can I access the account manager with remote headers set to true?

I changed the admin password and username because I am stupid.
