Windows 98 support

Please add support for Windows 98. I can't get it to work on my system, and Windows 11 is 87 versions behind by now.

Have you considered that not everyone is rich enough to afford a Windows 98 PC? Banned from the repository for financial discrimination.

I think we should give users the option. I would expect better online etiquette from a maintainer of a serious project such as Panda3DS.
