Duplicate venue records not returned during CSV import

I have a CSV file of 137 music/art venues in California and Nevada to import using the CSV import tool (the file, as a .txt). The import was going as expected, but I noticed that BI would frequently get caught on the "Checking for nearby duplicates..." message.
This message frequently appears, but does not actually return potential duplicate results to step through.
A few examples of records that we have in WOF that should be returned as potential duplicates, but are not:
