Move to MSVC for builds

• From Rust's Windows Page "Since the MSVC ABI provides the best interoperation with other Windows software it is recommended for most purposes."
• It also produces much smaller binaries (7.8 mb with GNU to about 2 mb with MSVC)
• Finally, Rust users on Windows are far more likely to have an MSVC toolchain set up
