[FEATURE] Load sources before AVRO sending

Is your feature request related to a problem? Please describe.
The skyportal rebroadcasting should load from before the second IPAC step but after the filtering step. That way, even if images get an IPAC broadcasting error, they can be resent via API as many times as needed.
