Tag-Adding Interface (for announcements)

Create a tag-adding interface for announcement creation. It should look something like the following example:

Details:

• We want to have a dropdown with all the tags and allow users to search for and select multiple tags.
• Beside the dropdown will have a "+" sign which opens up a modal that allows them to create a new tag
