UI Issue

I got big problem with UI.
All the time on screen there are many small, white dots around every tool and they are growing (screenshot). When i hover on f.e. a eraser - dots disappear, but after i while they pop up again. Its impossible to use the software because of that.
I tried to turn off ,,High Quality Drawing Engine'' but i still got this issue.
I'm using wacom intuos pen tablet. The problem still exist after i disable it. Also i tried to disable Windows Ink - the problem still persist :(

My set up is:
Windows 10
Intel i5 7th gen
Nvidia Geforce 1050 4gb
8gb ram

Newest drivers on everything.
