`ietoolkit`, `ieboilstart`, `iesave` etc. - Allow Stata 18

Stata 18 is now out and we should make sure ietoolkit supports it when selecting versions in iesave, ieboilstart etc.

Since our recommendation is to not use the most recent version in your code, we will not make a release for just this bug. This will be included in next version of ietoolkit
