Objective
Implement the Token Bridge Relayer governance module (with unit tests) in Sui Move. The following functionality should be supported:
- Registering tokens
- Deregistering tokens
- Updating relayer fees
- Updating the relayer fee and swap rate precision
- Updating max native swap amounts
- Updating swap rates
