Notifications and Reports role access

Currently if I limit Stream role access to only administrators, but give notifications / reports access to editors, my editors will see Stream in the menu, but get an error when they click on it.

Notifications and reports should simply respect the Stream-wide role access setting instead of having a setting of their own.
