Cypress clean-up

• Include docker compose configuration and documentation
• Rename .github/workflows test*.yml to cypress*.yaml
• Change default port for cypress to 30001 and update CI and docker compose files
• Add github action to clean up workflow runs
• Cache foundry binary even on action failure
