Handle Python dependencies with uv

This new all-in-one Python tool is eating the ecosystem for one good reason: it's awesome. So this Django project template would benefit from it!

I also thought about including uv setup to my "Just the same thing with few more batteries" fork that's using Poetry at the moment. Would be happy to have this setup in the upstream DjangoX project instead.

Have been shifting between too many tools in that category already so why not try this one too and hope it would stick better finally, hehe.
