I have been locked out of my account in the past, but never seen that exact error message.
I believe that my lockouts were caused by me making too many API calls. After 24hours or so the account was available again.
Are you able to use the Fiat smart phone app OK and can you access your account via https://myuconnect.fiat.com/gb/en/login or the equivalent in your country / language ? A password reset might be needed.
