add options to wwivutil net send to specify sending X count of PERMANENT posts. (aka BESTOF=x setting in Autosend)

In a SUB, the host can mark a message with N to make it not auto-purgeable / permanent. Usually these are the SUB rules, etc. In AUTOSEND docs, these are defined as BESTOF, which are sent along with NUM_POSTS to new subscribers.
