WWIV Transfer Menu still appears even in eXpert mode

In eXpert mode, the Main Menu no longer shows after every prompt. With eXpert mode still on, going to Transfer Menu shows the full Transfer Menu screen. (WWIV build: 5.8.0.3681)
Tested this on a freshly installed WWIV using the tarball from build.wwivbbs.org, using the install.sh script.

Figured it out... the packaged xfer.mnu.json has "help_type": "always", which should be "user_choice" instead. Will fix this in a commit later.
