dgl should be added to requirements.txt

just saw README.md, dgl is listed there

If i remember correctly ( @BenisFarmen ) this was removed from the requirements because this module is optional. It is also not installed by default when installing photonai_graph. We could provide an enhanced requirements_dev.txt file where all requirements are contained.
