The purpose would be to have save the DB state.

However, for incremental updates & upgrades, should have the same model as Wordpress dev has, a .sql file for each version (sha/tag), and another .sql (for each sha/tag) as an increment.

I'm thinking maybe we can integrate this with the wp-cli, since it also can correctly handles serialized values , and import/export.

Actually I chnaged my mind, I will add sql dump in phing and also import

SQL dumps are now supported, pretty basic they use site-title-timestamp.
