Reformat only changed code (only if VCS configured) seems to ignore new created files, that are not automatically added into git.
It would be great if these files also get formatted.

Sadly this can't be changed easily as this functionality is provided by AbstractLayoutCodeProcessor which is inside the IntellIJ platform
