python-asff is a library and requires developer documentation. We should provide one and publish it on readthedocs.io

Basic skeleton has been provided, however conf.py could use more tweaking and making some ReST features available in Markdown. For this, it's good to have a look at: https://github.com/readthedocs/recommonmark
