Changing a mod file while the game is running

when changing e.g. assets.xml, the game freezes for a second, then resumes with the updated version of the mod.
HOWEVER, things get messed up: for example, palace policies for +1 trade union and town hall appear to momentarily revert to the original area-of-influence (i.e., without all the palace wings), so while there will be 4 slots, everything beyond the original range will lose the slotted 4th item.
the point ISN'T about this particular problem, but rather that there are probably additional such pitfalls.
don't know if this is a game issue or a modloader issue, but maybe something can be done? (freeze the game until everything is ready? disallow on-the-fly updating?)
