The Restore browser.newtab.url script no longer works

I have been using this script for a long time now, but after setting up a fresh profile with everything up to date, the browser.newtab.url option doesn't show up in about:config.
I even tried manually adding it in but that has no effect.
I'm on windows on the latest version of firefox.
Nvm I'm stupid and forgot the first step.
