Investigate slow container startup

The containers are not start instantly, it takes ~10 seconds now. Not a critical issue but we should look into it.

Seems like it is not an issue for our image: joesss/mango-base
will check with emulator one.

Looks like instant boot is broken. We probably need to re-create user_data, as emulator version got updated

This is not the issue with plugin. Something is changed with latest emulator version (it cannot save snaphots anymore) closing issue here
