Missing isbntools folder

Now pip uses wheels, even when no wheels here uploaded to pypi! This means that setup.py is not executed and so the configuration folder isbntools is not created and the isbntools.log is not found.
To overcome this, you need to create it manually (see the right path for your installation in the error message)!
With isbntools-4.3.17+ this folder will be created for you again.
