Logging: Update To Use Uber Zap & Sallust

With #185 introducing zap/sallust in order to enable clortho logging/metrics, now we have to two logger libs and two logging configs.
Instead of this, update to scytale to fully use uber/zap & xmidt-org/sallust for logging.
