BUILD: Move Travis CI config from artful to bionic?

The Ubuntu release Artful Aardvark we're updating the Travis CI VM (to get C++11 support) has reached end-of-life earlier this year. I.e. the repos might vanish, and then everything will break.

The next LTS version is Bionic Beaver (18.04). Maybe we should adapt our Travis CI config to update to that.

Also relevant for Phaethon, and xoreos proper in the near-ish future.
