FEATURE: Add tool to convert TGA back to TPC

I regularly use xoreostex2tga in order to unfold kotor files, but I didn't any command line tool which was capable of converting back tga files to tpc.
It would be very interesting to have such a tool to make mods. At the moment only "tga2tpc" GUI is capable of doing such a thing but we can't pipe it in the command line chain!
