Autoprovision Balena failed

I am trying to autoprovision on balena but I get the error
ERROR: Missing configuration, either force key-less CUPS with USE_CUPS=1 or define valid TC_KEY, CUPS_KEY or TTS_PERSONAL_KEY and TTS_USERNAME
I have set the variable TTS_PERSONAL_KEY and TTS_USERNAME in the fleet variables but it doesnt seem to work.
Any idea what is wrong?
