Generate the migration files with 'pass' on a new line

This is a tiny, tiny, tiny issue, but as someone who uses shortcuts to erase entire lines and never writes 'pass' at the end of a line, I think it would be more convenient if the no-op migration files were generated with 'pass' on its own line. I can try to do it, if you think it's reasonable.
