v1.4.0 uploads files with @filename rather than data

Each file, instead of containing the .tar.gz content, contains @ and the filename. E.g.:

@/home/runner/work/dnsproxy/dnsproxy/build/dnsproxy-linux-amd64-v0.57.1.tar.gz

This started right after the v1.4.0 release.
