add manage.py command to create new problem

Once the standard template for problems is nailed down, it would be helpful to add a manage.py command that initializes a new problem for authors. Optimally, this should be designed in such a way that it would be useable by a library function that translates LaTeX (from a WYSIWYG editor) into a valid python problem file.
