Add support to release linux aarch64 wheels

Problem

On linux aarch64, pip install redislite builds the wheels from source code and then installs it. It requires the user to have a development environment installed on their system. Also, it takes more time to build the wheels than downloading and extracting the wheels from PyPI.

Resolution

On aarch64, pip install redislite should download the wheels from PyPI.

@dwighthubbard, May I know your interest/plans for releasing aarch64 wheels?

To run the wheel building jobs from screwdriver.yml, I’m trying to log in to https://cd.screwdriver.cd/login which gives an access denied message: {"statusCode":403,"error":"Forbidden","message":"User github:odidev is not allowed access"}

Is there a way to get the access? Or it would be better if we could use another CI such as GitHub Actions of CircleCI which have public access as well as AArch64 support.
