Disable function that reaches out to website for the list of securities due to eror 403

Only local function could work properly.
Tests need to be adjusted as well

web function can be re-purposed to return saved data from package

This issue will be resolve by using custom HTTP agent when reaching to sec.gov in line with their guidelines https://www.sec.gov/os/accessing-edgar-data
