Add Restart Bot Command

Thank you for the great Discord Bot! Currently this is the feature I'd like the most. For a reason I cannot fully understand yet the ".force_end" command doesn't always work correctly. By my understanding the logic requires the bot to re-check the server's Get5 match status after sending the end match command to the server - sometimes this fails for some reason and therefore the bot will not end the match and release the server even if the Get5 match on the server was ended. This means that currently I have to manually restart the bot to be able to start a new pug.
Thus I would very much appreciate either a way to restart the bot with a Discord command or have another command which forces the server to be used for another match. (by Admin ofc)
