Support shell script executables

On windows, you should be careful to run shell scripts.
You should explicitly wrap it with a shell, otherwise, you would get '%1 is not a valid win32 application'.

In particular, I had faced this problem when I tried to use aliases for https://github.com/gdubw/gdub/blob/master/bin/gw.
