Please create an enhancement template

Hi
Unless a user have "EditIssue" permissions, they cannot change the labels of
the issues they create. I noticed that another project managed to create their
own issue templates[1] and was thinking mscgen could offer the same.
This can only be done by admins (In Administer -> issue tracking), as far as I can tell.

Oh cool - I hadn't seen that before. Google Code keeps getting better!
I've created an Enhancement template, and modified the existing ones a little
(renamed 'product' to mscgen).
