Editor File Upload Can't be Opened by User

1. Through admin portal, the editor can upload a completed/edited file for the user
2. As the editor, I uploaded a .docx file
3. As a different user, i downloaded the completed file through My Docs view (down arrow)
4. problems occur:
   a) the file downloads but I cannot select place to download to (naturally it goes to default downloads folder) but we should give user a choice
   b) the file downloads but the extension is unrecognized (so, I just rename the extension, b/c i know it's supposed to be a docx) but we shouldn't have to force users to do this.
   c) even after changing the file extension, the word file still can't be opened
